Do you have a license for the referential address and geo directory files that are needed by the Global Address Cleanse and Geocoder transforms to process your data? These are licensed separately from Data Services and will be needed to process data through the address cleanse transforms.
The error shown indicates the GAC transform has the Canada engine enabled but the referential address directory data for Canada cannot be located at the %LINK_DIR%\DataQuality\reference_data\reference_data location where the engine is looking for the files.
If you have the address directories downloaded and installed, ensure that the files are in the correct location. By default the transform is set to use a substitution parameter for the path to the address directory files. The path in your error is not the typical default path (you have reference_data listed twice) so perhaps your job is pointing to an invalid location. If so, correcting the path (either on the transform or the substitution parameter) would correct the error assuming the necessary files for the engine are there.
If you do not have a license for address directories, and do not have them loaded, you will need to contact your SAP Account Executive to purchase those so you can download them from the Download Center. I hope this helps.
