Inspection type 10's for deliveries are created when the delivery is created. It will have a status of CRTD and BREQ. When the delivery is fully picked (i.e. batches assigned), the lot status will change to REL and can then be processed.
To the best of my knowledge, no lots are created at the time of PGI.
