0FI_AP_4 & 0FI_AR_4 not pulling any data on init

First the background: We are on PI 2004_1_46C. The 0FI_GL_4 extractor is already in use with deltas. This is a new project to implement 0FI_AP_4 and 0FI_AR_4 (new InfoProviders). 0FI_AR_3 and 0FI_AP_3 are in use but these dataflows are going to be removed.

Situation: Trying to initialize 0FI_AP_4 and 0FI_AR_4 but no data comes in the initialization. We verified that there is indeed data in the R/3 system. We ran the deltas first for GL in case there were any dependencies and still no data in the inits. Full load works fine.
