Transaction iview not displaying correctly

I am trying to configure a transaction iview and when I preview the iview (for example SE16), the window opens with a blank image and menu options below (like show below)

On the other hand, If I try to configure the SE16 transaction for a different system in our landscape, It is rendered perfectly...

I am using System Administration ->Support - > SAP Application -> SAP Transaction to test the connection (for both systems) using SAP GUI FOR html.

What could be the reason for this disparity? As far as I can see SICF is configured correctly
