Hello there,
we've had the very same problem. I solved it when I generated a single license file on the SAP service marketplace with 2 different license types:
One for type Enterprise Edition CPU license type (EE CP)
Second for Enterprise Edition Networked Seat license type (EE ST).
For instance, we have ordered licenses for 42 client users:
Afterwards, you have to generate those 2 licenses into one lic-file:
And finally, deploy the license file with the "license.bat" script on the unwired server. In our case we typed in:

Hi,
Even I faced the same issue some time back. What you can do is before applying the new license and running the license.bat command what you can do is restart the server machine before applying the new license.
Once restarted , you then run the license.bat command with the license type and number of license.
It will start working.

Did you check opening your license file and check the number of devices you had entered while creating the license.
And what is your license file type(served or unserved).
How did you try to install the license. During installation or post installation up-gradation of the license after installation by running the license.bat command.

i tried different license type such as CP & ST with the command in unserved mode, you could see the second screen shot, it's successful but the client device is still unvalid.
for CP: V=2.0;AS=A;MP=13703;CP=16;EGO=
for ST: V=2.0;AS=A;MP=13701;CP=15;EGO=
is it correct?
