OVK3 customer master taxes defining

Dear sd gurus

  i have one doubt in ovk3 tax class field is there

in this field 1 is liable for tax, 0 is tax exempt ,  2 is tax group

here how system know 1 is liable tax and 0 is tax exempt  bz while maintainability CUSTOMER MASTER we maintain 1 tax procedure system understands
