We have tried using escape characters like # to escape the wildcard value of * to find only literal values of * assigned in roles. While this works fine in SE16 for tables like AGR_1251, it doesn't seem to work when assigned in a function ID in GRC Access Control 10. Does anyone have any ideas on how to make this work without rewriting the risks?

if your rule says look for a "*" value it will NOT treat it as a wild card and look for the actual value of "*" in the object. RAR 5.3 uses the "$" as the wildcard". The $ wildcard applies to AC 10 as well.
