Material consumed in outbound delivery

Dear All,

We will be implemented the SAP MM , FI and SD modules in I phase and PP module in II phase. So without Production order process how to consumed material ( Eg. Raw material) when create post goods issue against outbound delivery or sales order.

Please explain.
