Error in IDES from va03/me21n

I have successfully installed IDES ECC 5 but after installing i am getting below error from T-CODE VA03 and me21n

Apply this note is only  is mandatory for all U.S. customers, all customers with U.S. installations, and all customers with U.S. users.

so how do i change user?

I understand that you have to apply this  note in any case, it is mandatory when you are implementing a new system. And that is what you just did.

Had you anything done that was suggested to you from the dump and what is seen here in the screen shots?

I think this case is pretty clear. SAP wants you to read, understand and implement OSS  note 1600482
