T lane priority and quota

I have maintained for the tlane priority and quota.

Demand location is X

Quota for Material M and for demand location X.

Source location A-destination location X : 25 & this tlane has priority 10

Source location B-destination location X : 10 & this tlane has priority 20

Source location C-destination location X : 35 &this tlane has priority 30

Source location D-destination location X : 30 & this tlane has priority 20.

CTM profile for qouta is set properly.t

All these source location has also procurement type external procurement type key.

After CTM run whole receipt is planned at source location A only not on others. Quota is first preference over priority.So priority has to ignore.

So according quota percentage receipt has to be planned over four location but that was not happen.

Please could you suggest why this has not happen?
