Assign existing Pur. Org. to New Plant & company code in T-code OX01 & OX17 & proceed

You need to Assign the Purchasing Organisation to Plant. It is not Extending to another plant.

This is an Organisation Structure Defining Activity you need to Carry out

SPRO - IMG - Enterprise Structure - Assignment - Material Management - Assign Purchasing Organisation to Plant

You need to perfom configuration "assign purchase org to a plant"
