Can't create Purchase Order

While creating the PO, user is facing the error "Materials of requisition 16190515 item 00001 alr. ordered in full".

The requisition 16190515 only has line item 1 and it still has enough quantity left for the Purchase Order to be created. The PR is not closed. Any advise as to why the above error is still being displayed would be helpful.
