DMS and SAP PM-Work Clearance Management

We have a requirement to create an Object link from SAP DMS and SAP PM-WCM for a transaction WCT6. There is an existing functionality to attach documents, however we are not able to do it while creation i.e in T-code WCT6 and we can do it in WCT7 which is the change mode. Is there any possibility to make the attachment during creation ? When I try to attach in creation mode and save its displaying an error log with the following message,

Entry !WCM_TEMP! already exists
