The first thing that comes to mind reading your question is that you can right-click a field, then select "More Field Help", then click the "Technical Information" link.
I think you mean the Performance Monitor tool, available with NW 70 EhP1. You can activate this by including parameter sap-wd-perfMonitor=X in your URL, e.g.,
I've read that it is also possible to switch the performance monitor on by pressing SHIFT ALT CTRL P on the keyboard, but this doesn't work in my system, so maybe it's deprecated. The URL parameter works reliably though.
