Publishing a web service on an external registry issue

I have tried to publish web services created on the java and the ABAP stack of WAS 6.40 onto an external UDDI server? All settings checked on SICF as well.

Publishing on the local server is NOT a problem, the documentation is to a T.

If someone has done this, please reply ASAP.
