process control for Changing exiting roles / creating new roles

What should be the practice and how should be the execution planto control& monitor changes happening in existing roles?

Pls can somebody help me with this!!!!

At this instance we dont have any process and trying to start a new one as User admins are changing and the role creation and modification process is an on going task. Need to find the How many chages are going on with existing roles.

The most important step is to define (and find...) role owners. The rest of the process and tools is dependent on that.

What is the status?

Here the people are basically functional basis administrators not experts in authorizations. please help us to have a defined process and maintenance for changes of roles.
