The statistical delivery date is basically used for vendor evaluation. It is changed along synchronous with the delivery date, if you have not yet outputted the order. After the output, the statistical delivery date will not change automatically with a delivery date change.
The reason is, the delivery is used for your planning, while the statistical del date is used for vendor evaluation. If the vendor says he cannot meet the expected delivery date, then you change the delivery date to the new date to make your planning information accurate. But the statistical del date will stay untouched, you evaluate your vendor against this Stat del date and he gets a bad rating because he did not meet your delivery date.
Why do you want to stop it?This does not have any implications to the business I presume...

Delivery date is date suggested by the system based on your material master or info record planned delivery time. You cannot pre-pone that, only postpone it.
For that purpose statistical delivery date is used (of course apart from Vendor Evaluation).
Alternatively if your version management or release is linked to change in delivery date then you use statistical delivery date. Also if you know delivery will be delayed to due un-avoidable circumstances (beyond human control) that time you can change statistical delivery date.
