Edit Constants for Nonassigned Processes New GL urgent

It is urgent

how I can add new value in table in Edit Constants for Nonassigned Processes (table view V_T8G20)

I deleted all entries and now when I tried to add new value in Assignment of Values the system does not give me possibility to add any field.
