Unable to connect to BOE Enterprise from Crystal Reports 2008

We are unable to connect to STG BOE Enterprise from Crystal Reports 2008 installed in our local desktops through VPN. But we are able to connect to DEV and PROD. Telnet works without any issues and the ports are open.
