Because of error 513, no message was created in Support Desk System

Dear Gurus,

Hope, all of you are doing well !!

I need your help for solving one error "Because of error 513, no message was created in Support Desk System" which I am getting during creation of support desk messages from satellite systems. It's happening after upgrade from Solution Manager from 7.0 EHP1 to Solution Manager 7.1 SR1.

I have checked note 1522809, but mentioend note 1356510 is not applicable for Solution Manager 7.1 SR1.

Please suggest.
