Can't delete OH rates from prior periods

I am using KZZ2 to delete OH rates from prior periods in order to speed up the settlement process. However, I am seeing a scenario where some of those entries are deleted in the development environment and transport is properly applied, but they are still showing in the test environment. Any idea?
