Because deletion indicator does not hurt.
It is nothing more than an expressed wish.
It does not restrict any activity with the SAP standard settings. User just gets a warning message that this material is forseen for a furture deletion.
The real deletion is made with data archiving, and here SAP does hundreds of checks to ensure that no inconsistenciese can ocur. So it will never ever archive a material with deletion flag if you have stock, or orders (even they were already closed in the last millenium)
