how to trigger PO output type when PO released completely.

Dear Friends ,

My requirement is that ,when PO gets completely released, at that time particular output type should get triggered.

(Means if PO is not finally released (partially released) then out put type should not be triggered)

How to achieve this , is there any standard program is there ? OR how we take ABAPER help for this , any hint?
