Do all Add-ons require indirect access users license from SAP?

When we talk about add-ons, does the user of an add-on have to buy SAP B1 license or just a license for the add-on? Or does this depend on if the integration is at the Data or UI level? If the user has to buy an SAP B1 license, what kind of license? Financials, professional, logistics, or CRM?

SAP Note 1223477 mentions that:

"The license key application has been updated and the 5 extra technical add-on access licenses are no longer required. The license key application now enforces the licensing principle that


- All individuals that access SAP Business One directly or indirect must have a valid user license


- All SAP Business One named user licenses can include the indirect access right to use all licensed partner solutions.


This means that for any add-on the number of user cannot exceed the number of licensed named users."


My understanding of this is that:


1- No add-on can work without purchasing at least an "indirect license."


2- "indirect license" are not free anymore.


Is this accurate? Please elaborate
