Internal error in TMS communication 5

Dear Friends,

we have 3 system landscape ( DEV-QAS-PRD)

i am unable to do Distribute and activate TMS Configuration in stms in transport domain controller( DEV client 000 user id ddic)

i have tried to activate as below.

STMS - overview- systems-select system domain server--extras ----Distribute and activate TMS Configuration

i am getting Internal error in TMS communication 5.i have attached screen shot.

after that i am getting The TMS configuration is inconsistent.

all RFC's are working fine.check transport tool is successful.

kindly check and help.
