Hi Kimi,

I wont be able to comment much on the process front; since it completely depends on your client. The approach of sales planning is different from organization to organization. So, you need to understand their approach.

The BBP phase looks fine to me.

In the build phase, modelling of security will come quite late. Typically, in the initial stage, we do the development using some dummy IDs, and the unit testing is also done using the dummy IDs, with some security profiles. However, before the UAT, you need to create appropriate IDs with security.

BPF should be created after all the dependent objects have been created, like the templates, DM packages, etc.

Hope this helps.
