Issue while updating Sales orders Blocks in IBASE(IQ02) user exit

Hello Friends

I tried to set the billing block and delivery block of sales order during IBASE change( Via user exit).

But the program is not allowing me to modify the blocks and returning error message like

"Serial Number " xxxxxx" for Material "yyyyy" Cannot be blocked".

Please suggest from your end.

MV45AFZZ then

FORM USEREXIT_SAVE_DOCUMENT_PREPARE.

My requirement is to change the billing block during IQ02 update.So I am using some other user exit to update the information.
