Configuring destinations - how?

I'm trying to configure a destination for my app so that it can communicate to the outside world, but I'm not having much luck:

"Failed to execute command [get-destination], due to Http error code while executing remote operation. Http code was: 403

HTTP Status 403 - Access forbidden.

The user xxxx@xxx.com is not authorized for get-destination operation."

I mean seriously? I'm allowed to deploy the app but not see what destinations I've configured for it?

I think something went screwy when I tried to use Eclipse to configure the destinations - it won't retrieve them either, and hangs when I try to add a new one - and doesn't seem to delete old ones (if I try to add one I've previously added it claims that it already exists so can't add.)
