Mails are not triggered when the reporter is maintained in incident..

Hi dear experts,

Requirement is, when an incident is created, system should shoot a mail to the reporter, service team, and employee responsible. But only the reporter is getting a mail after incident is created. If i remove the reporter name in incident and create an incident, mails are triggering to service team, employee responsible, and even reporter.

I am unable to understand the resolution for this issue. Please help me out with your inputs.
