CRM service transection status level not visible while changing status

Hi,

Can anyone help me to find steps what all we need to check is a particular status level is not available while creating a service transaction.

whereas for same scenario at development server with same values i am able to it properly.

In status detail i am getting message for that status - distribution is not allowed
