Portal after upgrade, error out Application cannot be started

Hi Guys,

I just upgrade my Portal from NW 7.02 to NW 7.31 but after upgrade I cant access http://Localhost:Portno/NWA

I will get below error in trace file, Any idea how can I solve the issue?

Error: Application cannot be started.
