SAP determines a new count based on the last count and the interval found in customizing according to the CC indicator maintained in the material.

If no last count date is available, then the creation date of the material is used as a basis

Please see the full detailed  logic in OSS note 518418

Cycle counting is used to do the physical inventory at a regular interval of time. You can categorize different materials using the 'cycle counting physical inventory indicator' in Material Master - Plant data/ stor, 1 view. This is required while setting up the cycle counting for the first time.

When you run MICN, the systems checks for the materials having the CC Physical Inventory Indicator set in the material master. The error you are getting is not about date. I guess, the system is not able to find out the material for which cycle counting has been set up.

The time intervals for carrying out physical inventory may be set up in customizing. Materials Management -> Inventory Management & Physical Inventory -> Physical Inventory -> Cycle Count

The selection screen for MICN allows you to do further selections like storage location and material type and planned count date.
It will create more work while creating the documents but selection variants can help you to organize it.

If it is to much to count all material due to be counted in one day then you need to manual organize the count.
Like storage location from aaaa to cccc in week one, dddd to gggg in week two......
or
material type ROH in week one, FERT in week two, HAWA in week 3.....
or
by date, select only materials due to be counted in week one of a month and so on..

Hope this helps.
