Unable to access /nwa or /useradmin after system refresh

Hello,

After a system refresh of Solution Manager 7.1, I can access http://host.domain:50000/index.html and http://sapsm01.perdue.com:50000/sap/monitoring/SystemInfo, but cannot access NWA or user administration. I don't get any errors in the developer traces or logs. I additionally used the procedure in note 701205 - Single Sign-On using SAP Logon Tickets to increase logging in the dialog work processes, but I don't see any obvious errors. jcmon indicates that everything is started.

I found a discussion, http://forums.sdn.sap.com/thread.jspa?messageID=10727785#10727785 , on a similar problem with Netweaver 7.3 where they deleted the "template=spnego" key from security/configurations/ticket with offlinecfgeditor, but that key does not appear to exist for Solution manager.

Does anyone have suggestions on any other tracing that I can turn on that might indicate why NWA isn't allowing logons?
