Validation Rule For Accounting documents - Activation

Can you please respond to below mentioned query.

We have Validation ( AP01) for Accounting Documents which is inactive(Activation Level 0) in all the three environments (Dev, Q, and PRD) as on today.

But we are sure that validation was working fine few months back.(Feb 2012).

We checked in Display Validation – Changed By –the date is 11/12/2011, GB93 table also displays the same date(11/12/2011).

We checked Table E070, The object change - date was 27 July 2010.

As all the change dates are old dates, how this Validation ( AP01) is inactive now in the system?

We would like to know

· Will the activation/deactivation happen other than through OB28?

· Will any release or service pack upgrade or OSS notes affect these changes?

· Any things else we need to look at system to find the reason for this change?

Any pointers in this case are welcome.
