CJR2 - Total Consumption field grayed out

Hi Friends,

I am facing pecular issue here. In CJR2 layout I-701, while planning noticed for one cost element "total consumption" field is grayed out and not letting me to input value there.

I compared two CEs set up and seems to be ok and no issue. I am using Primary CE element and category is 1 for both cost elements.What could be the reason for such strange behaviour. In fact our CO guy is clueless what is happening. Any inputs on this would be appreciated.
