Change Text in Logon Page

Hi Experts,

We are using Portal 7.3.

I have downloaded the WAR file tc~sec~ume~logon~ui and made the changes to the JSP file as per the requirement

Now I need to change the text Logon Problems? Get Support to Forgot Password

I have modified the properties file (logonLabels_en.properties) in tc~sec~ume~logon~ui_core.jar.

Exported it as a JAR file again, and deployed the EAR file

But no luck this I can't see my changes

Is there any other steps I need to follow to view my changes.
