stock issue

There is one issue in from my customer that on 30.07.2012 and 31.07.2012 they have received 130 L diesel( 30 L and 100L respectively) in central storage location. before receiving there was 5 L balance in the storage location. now when they see the stock in mmbe ,its showing 7.030 L in central storage location and rest 127.970 L in vendor storage location,due to which system not allowing issue from central storage.Now there is no document for transfer of diesel from central storage to vendor storage. so how does system showing stock in vendor storage inspite of central storage
