Any chance to set Locales and Time Zone in SAP BO 4.0 globally?

In the previous release of SAP Bo there was a file available which sets the same preferences, including subj. Do we have something familiar in 4.0? Yes I know that Preferences can be choosed in CMC->Users/Groups, but Locales and Time Zone is not among these ones

Any suggestions?
