I have few questions about Cloud Portal.

Cloud Portal is already delivered in the following languages:
DE: German
EN: English
ES: Spanish
FR: French
JA: Japanese
PT: Portuguese
RU: Russian
ZH: Simplified Chinese
NL: Dutch
DA: Danish
Just change your client locale and experience another language. We're open to more translations based on business opportunities.

Client settings usually specifies what language user prefers rather than someone else sets for him. Thus, as you mentioned, you always prefer English.
Selecting language as part of login screen doesn't help in SSO scenario, which IT and users prefer. Anyway, we are open for ideas if there is a real productivity issue behind it.
If the topic is testing then I think it is quite easy to change the prefered language in the browser.
Additional languages, including Turkish, will be added based on customers feedback and particular business opportunities.

You right, some classes are missing in the theme CSS file. Basically, we split CSS file to a "theme", which you can consider kind of public API and private part. What does it mean?
Theme contain classes that we'll do our best to maintain as backward compatible for our future versions that are coming every month. Thus if you created a theme, you can safely assume it will be compatible with future versions or we may introduce automatic conversion if required or in the worst case we'll notify you on particular incompatibilities and explain how it affects your theme and how it could be fixed.
If you use classes, which are not part of the theme, but used in the Cloud Portal framework then they could be removed or altered any time w/o notification. It is basically kind of non-documented APIs and we may even decide to block this completely.
What we expect from you is to provide feedback that you need additional classes in the theme and we'll try to help you.

"I have created a simple custom application. Should I add this application with Url widget or something else? I couldn’t find documentation about this."
If the application is an Open Social widget (preferable situation) then add OpenSocial widget (details are in the SAP NetWeaver Cloud Portal Administration Guide pages 4-5) and specify URL to Open Social descriptor.
If the application is not Open Social then add URL widget (see same document) and specify URL to the web application itself. You can also add icon and organize widget under multiple categories.
