EHP5 upgrade error "calling tp.exe failed with error 249"

Dear Experts,

I am trying to upgrade EHP5 with EHPI tool.

When pre check phase is starting i am getting error as "calling tp.exe failed with error 249".

I have updated kernal to latest release 720 patch 300 and also updated TP ans R3TRAN with 314 patch level still issue persist.

System Details:

Source release EHP5 -destination EHP5(updating EA-HR 600 to EA-HR 605)

OS: windows server 2008 R2 x64

DB: Oracle 11g

Need help.
