Sales tax update fails, SAP B1 2007

Good morning.

I'm still using B1 version 2007. I need to update the sales tax that changed on 1/1/2017. I'm using the following to update: Administration\Setup\Financials\Tax\Sales Tax Jurisdictions. SAP freezes out all users and then my local version crashes without completing the update. Any suggestions?

I'm upgrading to 9.2 but this issue needs to be fixed in 2007 before I go to 9.2.
