HI. Freight Scenerio

I have a transportation module implemented but their freight charges are uncertain means it very and not predefined. How it can be drive and lock at shipment cost level as the customer not sure about the freight charges. Furthermore they wanted to drive the freight cost per material base on their weight. As i already know if the rates are fixed how it could be drive base on weight consumption. My only question is if charges are confirm after shipment or after invoicing. how it can be catered in system.

Should i obsolete shipment cost document and after shipment document go directly to billing document. or should i go freight from PO process.

They wanted to drive the following Allocation per material base.

Total Freight Divided By total weight of material consumed on actual delivery.

Please advice the process best fit in situation with all relevant details.
