I created one entry in TVARV table as parameter.

Question is:  Is there any way for allowing business to change value only for this particular entry without giving chance to allow changes for other entries.

OR please discuss if any system parameters are there, so that it can be  maintained by the Business.

Why not create a simple program/ custom tcode for them to update it when needed?
