Why is outline agreements both time independent and time dependent condition?

PO is time independent and RFQ, quotations etc are time dependent but why is that outline agreements are time independent as well as time dependent conditions?

Standard SAP system recommends us to follow scheduling agreement as time dependent. because ideally SAs are time dependent, where delivery schedules and validity already fixed.In the condition they provide fields of validity from and to.

But it also allows us to use as time independent document depends on your business process.

An outline agreement has fields for valid from / valid to to specify the validity, so it is time-dependent.
