AFAIK there is no such BAPI, try BDC or LSMW. (*)

(*) Look via transaction BAPI or SE37 for FM whose name starts with BAPI_CONTROL_RECIPE in your system, function group MRTRS300 is not released too. Also you are not the fist to ask for this, use search tool before posting (if answers are not outdated of course)
