Multiple Costing Key Assignment- KEPC

Dear Experts,

I am trying to assign costing keys to material Type using KEPC but facing the issue that the costing key2 is not validation if the costing key1 is not met.

I created 2 costing keys with bellow setup:

Costing Key1: No tick mark to "Exclusive access to cost estimate" and No tick to "Error if no Cost Estimate found" (Released previous cost estimate)

Costing Key2" No Tick mark to "Exclusive access to cost estimate" and Tick for "Error if no Cost Estimate found" (Current Cost estimate)

My requirement is,

If released cost estimate (key1) is exist then COPA document should be posted without moving to costing key2

If released cost estimate (Key1) is not exist then should look for costing key2 and issue an error if even current cost estimate (key2) not exist.

I have maintained the same sequence in KEPC but not working somehow (giving error only at costing key1 but not moving to costing key 2). Please help me ?
