Best practices is to have 4 different environments:

Sandbox - Your development playground, you devs can test out code here without affecting the regular codding process. Also a place to test MII service and enhancement packs.

Dev - Do all your development work in this environment

QA/UAT - Get your users to do UAT and testing in this environment

Prod - Production environment, users use this environment every day to execute business functions.

which is the way to achieve this landscape, do i have to install MII 3 times on the same netweaver?

We have each of our environments on seperate servers which gives you the most flexability in terms of upgrading. We utilize virtualization so you don't need 3 physical servers just 1 with 3 virtual hosts.
