In case you have this PS-MRP integration experience, please, share that!
AS IS process: PS projects were closed and unconsumed materials transferred from project stocks to plant stock. So, enormous volume of these materials left on the plant segment. New PS projects put the requirements to their project segments, MRP not considering those huge available stocks, creates Purchase Requisition to each project segment.
What we shouldn’t touch: PS module should have all the standard functionality of planned costs and fact costs budget control

I also gone through the same situation. This is standard system behavior. If MRP is executed with respect to 'Project' and 'Individual/coll.' field is set as '1' or 'Blank' in material master 'MRP 4' view then system doesn't considers the un-restricted available stock and generates the requirements with respect to the WBS element.
You can try, by maintaing the 'Individual/coll.' as '2' in 'MRP 4' view of material master. Then system will consider the un-restricted available stock but the requirements from MRP run will be without reference of the WBS element. After receiving material then you have to manually transfer the stock to the WBS element.
