When a usage decision is made to set a batch to rework, it is now moving the stock to restricted instead of blocked. This change appears to coincide with the Service Pack EP5 & SP28 upgrade. Anyone have any ideas on how to fix this problem?

Does this refer to batch status as Restricted? Are you using any program to post the stock in background? Which transaction code you are using? System sets the batch status as restricted especially when you deal with recurring inspection and batch has crosses next inspection date and expiry date.

We use QE51N to enter results and then make usage decisions for batches that aren't automatically released. Yes ther is program that runs in the background and completes the UD if all results are accept. The program is RQEVAI30. Before doing the upgrade our system would move the stock to Blocked if you selected REWORK (Catalog selection) and manually UD'd the lot. Now what happens is that it moves the stock to restricted instead of Block. The background job does not affect this process since we are manually processing the UD. Is there a config setting that is related to the catalog selection (REWORK) that point to how the material is moved when the UD is processed?
As I understand, this must be related to usage decision codes you defined. Follow this.

The Batch Management indicator is checked/turned on in the Material Master. I have also checked the catalog for the REWORK UD and it aslso has the correct settings applied. However, the problem still occurs when trying to complete the UD when selecting REWORK. The stock will not get posted to Block. I have attached a couple of picture showing the settings. Any other suggestions on what could be causing this issue. Thanks for your responses. Much Appreciated.
