We don't have any standard functionality to assign the Secondary Cost Elements to SD Condition types.

May I know the what is the business requirement?

No, SD condition types will be mapped to COPA value fields. The value fields can also receive the value using allocations from cost center to COPA which uses secondary cost elements.
